Sheff Wed Confronts Serious Challenges, States Independent Regulator

'Our role is integral to football's future' - football oversight chief the regulator's chair

The Championship club's ongoing struggles constitute a "significant problem" and the new football authority is looking to gain the ability to examine team situations in such situations, its new chair the official has announced.

Through a comprehensive talk, Kogan, who was recently selected, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporters' associations associated with the South Yorkshire club this week.

The football club have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on five separate occasions, including in September.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the great brands for football in England and this week we have met supporters' organizations.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they warrant scrutiny and addressed."

Economic Challenges and Leadership Concerns

The team's struggling chairman the Thai businessman suggested earlier this year he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in summer, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although the ban was rescinded in late summer.

Regulator's Perspective

The regulator explained: "The position was created for the supporters of Wednesday, Bury or any football club where fans are dedicated to a local institution that has been part of their lives in many cases.

"I completely understand Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the supporters."

Inquired if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that forcing owners to sell clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"Our least desirable course of action is begin intervening in an individual club, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the problems affecting the organization and the owner's facing," the chairman stated.

"However, realistically, when you look back over the history of the game, over the last 20 or 30 years there have been certain proprietors, not many, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the significant advances achieved might evaporate swiftly," the chairman stated.

"And that's what nobody wants in the context of the English game is a huge success story - we must maintain momentum.

"There's an enormous amount of money coming into football and has been invested for the past two decades, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I completely endorse the prosperity and expansion as an economic entity of the Premier League.

"I of all people understand the worry about compromising the division as a high-quality offering of the nation. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "full inquiry" by the official appointments authority after he disclosed making donations to the political party in the past.

The official provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my past party membership [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any sort of politics."
